£37.2 million Homes England funding to unlock new homes in Lincoln

The agreement marks a significant achievement for the council, representing the largest single grant award it has ever secured and one of Homes England’s largest investments in Lincolnshire to date.
The funding forms part of an enabling package that will support the delivery of the critical infrastructure required to bring forward development on the site. This includes drainage works, land raising, utilities, and the delivery of the spine road connecting Skellingthorpe Road and Tritton Road, providing a direct route over the railway line without the need to use a level crossing.
This infrastructure will open up the site for around 1,000 new homes on council-owned land on the Charterholme development, with a minimum of 20 per cent of these homes planned to be delivered as affordable housing.
The grant will be recoverable, meaning the council will repay the funding through the income generated from future land and plot sales for housing development.
Charterholme is one of the most significant growth areas for Lincoln, and the agreement marks an important step in enabling the development to move forward.
Cllr Naomi Tweddle, Leader of City of Lincoln Council, said: “This agreement with Homes England is a major step forward for Charterholme and marks an exciting milestone for Lincoln’s future growth.
“The funding unlocks the opportunity for us to deliver the vital infrastructure needed to bring the site to life, including essential drainage works, land preparation and the creation of the spine road that will ultimately connect Skellingthorpe Road and Tritton Road.
“By putting this infrastructure in place, we are opening the door for around 1,000 new homes, including much-needed affordable homes, and creating the foundations for sustainable, long-term growth in the city.”

By unlocking the infrastructure needed at Charterholme, we can bring forward around 1,000 new homes, including much-needed affordable housing, and support jobs and growth locally.

Pauline Schaffer, Director of Infrastructure Funding at Homes England, said: “It’s great to see Homes England’s infrastructure grant being used to unlock this major phase of the Charterholme development. This investment will provide the essential infrastructure needed to open up not just the councils land, but also the wider site directly unlocking residential led development, and enabling up to 2800 homes to be built for the city.”
